The J. Lewis Crozer Library offers its Community Room and grounds to the public for a variety of purposes, including educational, cultural, intellectual, charitable, advocacy, civic, religious, and political events. This availability is provided under the condition that these activities do not interfere with or disrupt Library-sponsored programs and services. It should be noted that permission to use the Community Room or grounds does not constitute an endorsement by the Library of the policies or beliefs of any group or organization utilizing the space.
The following guidelines apply to the use of the Community Room and grounds:
- The J. Lewis Crozer Library prioritizes its own programs and events in reserving the Community Room and grounds, reserving the right to reschedule or adjust confirmed bookings to support primary activities.
- Use of the Community Room and grounds must not disrupt library operations or threaten the safety of staff, library users, or property. All attendees must adhere to the J. Lewis Crozer Library’s Rules of Conduct.
- Reservations are accepted up to one (1) month in advance. For bookings within 72 hours of the event, contact the library during standard operational hours. Availability is on a first-come, first-served basis.
- Please notify the library of cancellations as soon as possible. A full refund is issued for cancellations made at least 24 hours before the event.
- The responsible party should submit a signed copy of this policy and application in person or via email or fax.
- At least one (1) adult, aged 18 or older, must be present throughout the event.
- Direct monetary transactions, including admission fees or sales, are prohibited unless in collaboration with the Library.
- Promotional materials must include the sponsoring organization’s contact details and not imply library sponsorship. The library’s contact information should not be used.
- Groups must use the room and grounds only for the reserved time, ensuring departure by the library’s closing time. They are responsible for setup, cleanup, trash disposal, and restoring the room to its original state.
- Non-alcoholic beverages and light refreshments are permitted, provided they do not disrupt library operations. The Library does not provide these.
- AV equipment and technology are available upon request; please arrange at least two (2) weeks in advance.
- All organizations or groups shall indemnify, defend, and hold harmless the J. Lewis Crozer Library and its management and staff from and against any and all claims, suits, actions of any kind, arising from any negligent act, omission, or error of the organization or group resulting in or relating to personal injuries, property damage, theft, or loss arising from the organization/group’s use of the Library Community Room or library grounds.
Adherence to these guidelines ensures a harmonious environment for all library users, staff, and visitors.
FEES
No fees will be charged to nonprofit groups using the room or grounds for up to three (3) hours. Similarly, government agencies and City of Chester departments will not be charged fees for non-commercial use.

COMMUNITY ROOM & LIBRARY GROUNDS APPLICATION AGREEMENT
A signed copy of this policy statement must be on file at the Library prior to the event. If there is a change in the representatives responsible for the reservation, new policy forms must be signed. Please note that inquiries about the event may be directed to the individual who has signed below.
