Lauren E. Sands, MSLIS
Executive Director
Lauren E. Sands returned to JLCL in November 2022 after previously serving as the library’s Head of Programming. Her leadership is grounded in the belief that libraries thrive when they are responsive and grow alongside their communities. Her work centers on making it easier for people to grow, connect, and feel seen, safe, and welcomed. A passionate advocate for equity and collective impact, Lauren believes trust, dignity, and strong community partnerships are essential to meaningful public library service.
She holds a Master of Science in Library and Information Science from Drexel University’s College of Computing and Informatics. Lauren also serves as Chair of the Ethnic and Multicultural Information Exchange Round Table Membership Committee for the American Library Association and as Co-Chair of the Delaware County Libraries Access and Engagement Task Force.
Outside the library, Lauren enjoys spending time with her bowling league, reading and watching horror, catching live music, and hanging out with her beloved (and library-famous) pup, Edith “Edie” Minturn Sedgwick.
Joann Simone
Assistant Director
Joann brings over 15 years of dedicated service to the library and the City of Chester, helping to manage the library and guide its vision and strategic direction. With a background in art, Joann is known for her creativity and talent; her Paint Parties are highly requested throughout the city, bringing people together to explore their artistic sides. She is also skilled in stained glass, adding a unique touch to her contributions to the library and community.
Catherine Moore
User Services Manager
Catherine Moore, a proud Chester native, has dedicated more than seven years of service to the library. She oversees the User Services department and leads the hardworking team that supports library operations day in and day out. Catherine is passionate about thoughtful customer service and takes pride in making sure her team is well-trained, supported, and ready to provide a welcoming, helpful experience for every person who walks through our doors. Her steady leadership and care make her a vital part of the library team.
Lavar Johnson Jr.
Technical Services Manager
A Chester native, Lavar began his journey at the library as a student worker and has steadily grown into a leadership role within Technical Services. He oversees key behind-the-scenes work, including acquisitions and processes that bring new materials into the collection and make library resources easier to access. His kindness, knowledge, and expertise make him an essential member of the team, and the library is grateful for his ongoing commitment to serving our community.
Saayidah Carter
Librarian I
Saayidah joined the library in the summer of 2025 and brings warmth, care, and intention to her work with library users. A Cheyney alumna and Chester resident, she is committed to serving the community and welcomes new ideas. A gifted artist, local author, and illustrator, Saayidah enjoys all things creative, especially cooking, writing, and drawing. You can check out her book If My House Had Ears at the library!
Mark DeSantis
Librarian I
Mark joined the library in May 2024, bringing a passion for public librarianship to his work developing and implementing programs for all ages. A Cheyney graduate and former Library of Congress Junior Fellow, he is currently pursuing a Master of Library and Information Science. Mark’s dedication is evident in his thoughtful, engaging programs, which support learning, creativity, and connection across the library and our community. Outside of work, he is a live music enthusiast and proud cassette collector.
Zo Williams
User Services Assistant I
Zo Williams is a lifelong Delaware County resident and fan of the library system. They joined the library team in spring 2026 and have been happily helping library users ever since. Working at the library gives them the opportunity to do what they are passionate about: helping those who need it most and talking about books. When not at the library, you can find them gaming, watching movies, and exploring Philly.
Donna Llewellyn
Technical Services Assistant I
Donna joined the library through the Maturity Works program, and her hard work and dedication to lifelong learning led her to officially join the team in 2022. Working alongside Lavar, she ensures all collection materials are cataloged, accessible, and available to the public. With a true spirit of collaboration and endless curiosity, Donna’s contributions are essential to the library’s success.
